Recruitment & Employee Relations Officer

Responsibilities:

Recruitment:
• Develop and execute strategies alongside department heads to attract skilled bluecollar
workers (e.g., drivers, laborers, plant operators, machine technicians) for various
roles within the company.
• Create and post job advertisements across various platforms (e.g., job boards, social
media, local community groups) and screen applicants to ensure alignment with job
specifications.
• Conduct interviews, skills assessments, and reference checks to assess candidates’
qualifications and suitability for positions.
• Oversee the onboarding process for new hires, ensuring that all required
documentation, training, and health and safety compliance requirements are met.
• Collaborate with recruitment agencies and various organizations to source candidates,
expand the talent pool, and stay informed on industry trends and best practices in bluecollar
workforce recruitment.

Employee Relations:
• Foster a positive work environment by implementing initiatives to engage blue-collar
workers, including regular feedback sessions, surveys.
• Act as a point of contact for employee concerns and grievances, providing guidance on
company policies.
• Investigate and/or manage disciplinary procedures, sick leaves, conflict resolution,
employement contracts, employee permits, emergency leave requests, medical claims,
etc.
• Conduct exit interviews with departing employees to identify potential areas for
improvement and help reduce turnover.

Other:
• Maintain accurate employee records on the ERP software including recruitment data,
contracts, disciplinary actions, and attendance.
• Prepare regular reports on recruitment metrics (e.g., time-to-hire, turnover rates, etc.)
and employee relations activities for management review.
• Other duties within the job’s scope.

Requirements:
• Bachelor’s degree in Human Resources, Business Administration, or a related field
preferred, though equivalent work experience will also be considered.
• 3+ years experience in recruitment.
• Must speak Hindi or Urdu.
• A thorough understanding of UAE employment laws and regulations, as well as HR
best practices.
• Strong communication, negotiation, and interpersonal skills, along with excellent
conflict resolution and problem-solving abilities.

QHSE Officer

Responsibilities:
• Conduct Risk analysis and Aspect Analysis
• Organize joint weekly/monthly site inspections with the station supervisor and team.
• Monitor the Project site prior to commencement of work to ensure all safety related points are covered for Transgulf staff to begin work.
• Supervise the site to ensure workers understand and comply with safety instruction and polices, safe use of equipment and proper storage and disposal of materials are
followed.
• Established a site permit program (working at heights, hot weather, welding, lifting etc) where approved permits must be present at site for client’s review all the time.
• Coordinate with the consultant, contractors, project managers & site engineers for continuous improvement of best safety practices.
• Ensure all the plants and machineries are tested and have current certification.
• Reporting any non-conforming site safety violations to QHSE Manager, Area Manager
and Management Representative and follow up on corrective actions.
• Checking adequacy of fire precautions and emergency procedures ensuring corrective
measures are implemented where ever needed.
• Carry out accident investigations and make proper notifications and recommend
remedial actions.
• Guide and monitor the department’s internal safety teams.
• Provide overall safety advice and information to all project personnel.
• Coordinates and ensures all necessary actions were taken properly.
• Emphasizing safety regulations and procedures for protecting people, assets,
surroundings, and environment.
• Supporting and assisting Logistics Plans at site to maintain high level of coordination
and responsiveness at site activities.
• Attend regular internal meetings for enhancing and strengthening Transgulf Safety
Team’s performance and strategy.
• Prepare daily, weekly and monthly site inspection reports and instruct the staff directly or through the production supervisor to correct the unsafe practices observed at site.
• Daily toolbox safety meeting with the company staff.
• Prepare and update site safety review reports by giving each site staff monthly score to track his safety performance.
• Entice safety competition spirit among the staff.
• Work on future plans to ensure Transgulf rank among the top safety conscious Readymix company in U.A.E.
• Respond to first aid needs promptly whenever required.
• Ensure Customers compliance with Transgulf EMP (Environmental Management Plan).
• Understand the legal requirements of UAE in terms of safety and environment.
• Review, audit and check with contractors and consultants for all the Health & Safety
issues.

Requirements:
• 2+ years UAE experience in a QHSE role.
• NEBOSH IGC
• Minimum Bachelor Degree and Relevant Safety Certification
• An understanding of UAE safety laws and regulations.
• Valid UAE License
